Who  counts the vote or Who codes the Vote?

 Is your election vote COUNTED or SELECTED by the Voting Machine?  The programmer knows how this works.  The  foreign computer hackers can change the INTERNET CONNECTED  Dominion or ESS voting machine internal counted election votes.  How does a voter know if a voting machine or tabulator machine is secure?
